Uzbekistan has taken a decisive step toward dismantling its telecommunications monopoly by allowing operators to establish direct connections to international internet networks. The Cabinet of Ministers Resolution No. 592, adopted on September 18, 2025, introduces an experimental framework that could reshape the country’s digital infrastructure landscape and create unprecedented opportunities for business connectivity.
Starting January 1, 2025, telecommunications operators with existing mobile or fixed networks gained the right to bypass traditional gatekeepers and connect directly to global internet channels for their commercial operations. This groundbreaking move represents the practical implementation of reforms outlined in Presidential Decree No. UP-85 from June 2024, marking a fundamental shift in how Uzbekistan approaches digital market regulation.
Technical requirements shape market entry
The experimental program comes with stringent technical and infrastructure requirements that will separate serious players from opportunistic entrants. Participating operators must establish dedicated internet connection centers, ensure fiber optic coverage reaches at least 50% of the population including remote and hard-to-access regions, and maintain infrastructure capable of delivering broadband telecommunications services meeting modern quality standards.
Additionally, companies seeking participation must submit comprehensive project documentation to the State Unitary Enterprise “Uzbekiston telekommunikatsiya tarmoqlarini boshqarish respublika markazi,” which serves as the coordinating body for the experiment. The emphasis on cybersecurity and information protection requirements underscores the government’s commitment to maintaining digital sovereignty while opening market access.
Competitive landscape transformation
This liberalization initiative aims to create a transparent and competitive telecommunications environment where service quality and innovation, rather than regulatory protection, determine market success. The reform promises to accelerate the deployment of advanced digital solutions while strengthening Uzbekistan’s position in the regional information technology sector.
The resolution, which entered into force on September 19, 2025, establishes temporary conditions for the experimental phase. Government officials plan to analyze and monitor results before implementing additional measures to further develop the competitive telecommunications market.
For international companies in furniture manufacturing, construction, and interior design sectors, this telecommunications liberalization represents a significant infrastructure upgrade that could dramatically improve business operations in Uzbekistan. Direct international internet access typically translates to faster, more reliable connectivity for cloud-based design software, real-time collaboration with global partners, and streamlined supply chain management systems. Companies considering market entry or expansion in Uzbekistan will benefit from improved digital infrastructure that supports modern business processes, from automated manufacturing systems to sophisticated customer relationship management platforms.
