Chinese construction giant joins Kazakhstan’s ambitious Alatau City project

Kazakhstan has secured a major breakthrough in its quest to build Central Asia’s most ambitious urban development project, with China’s construction powerhouse CSCEC officially joining the Alatau City venture near Almaty. President Kassym-Jomart Tokayev announced the partnership during the eighth Kazakhstan-China Business Council meeting in Beijing, marking a pivotal moment for the mega-project that promises to reshape the region’s business landscape.

“We fully support the signing of today’s agreement between Kazakhstan and China State Construction Engineering Corporation. I consider it necessary to begin construction without delay. In the near future, Alatau City will receive special status as an independent ecosystem,” Tokayev declared, though specific financial details of the agreement remain under wraps.

Global construction leader enters the fray

The involvement of China State Construction Engineering Corporation represents a game-changing development for the project. As China’s largest construction company and one of the world’s most formidable building and investment corporations, CSCEC brings unparalleled expertise to Kazakhstan’s doorstep. The company’s participation had been under consideration since last year, but the formal agreement signals serious momentum for the ambitious undertaking.

The timing couldn’t be more strategic. Developer Yuriy Tskhai recently revealed that the project has assembled a robust pool of international investors, with major roadshows planned across key markets. “In October 2025, a roadshow for Alatau City will take place in South Korea with participation from Hyundai, Samsung, Lotte and other major corporations,” Tskhai announced, highlighting the project’s growing international appeal.

Four-district masterpiece takes shape

Alatau City’s blueprint reads like a modern urban planner’s dream. The development will feature four distinct thematic districts: a business and financial center, an educational and medical hub, an innovation-industrial zone, and a trade-logistics area, plus a tourism cluster. Each zone will integrate residential neighborhoods, creating a self-contained ecosystem designed for approximately 2 million residents.

Built on the foundation of the former Zhetygen village in Almaty region, the city draws inspiration from proven success stories like Dubai, Singapore, and Tianjin. The project’s architects envision it becoming the region’s first fully digital city, incorporating Smart City technologies and even cryptocurrency payment systems.

Private funding powers mega-development

What sets Alatau City apart from typical government-led urban projects is its financing model. “The city will be built with private funds,” Tskhai emphasized, underscoring the project’s commercial viability and market-driven approach. This private investment strategy has already attracted partners including Surbana Jurong, KPMG Korea, and Alatau City Bank, while generating sustained interest from investors across South Korea, Singapore, and the United States.

The project recently achieved another milestone with a trilateral framework agreement signed in Beijing between Kazakhstan’s National Investment Corporation, Caspian Group, and CSCEC International Construction Corporation Ltd. This partnership represents just one facet of Kazakhstan’s broader international outreach strategy, with additional roadshows planned for markets in the Middle East and beyond.

Special status accelerates development timeline

Kazakhstan’s government is moving swiftly to provide the institutional framework necessary for success. Within ten days, authorities plan to draft a decree granting Alatau City special status with direct government oversight. A dedicated law defining the city’s governance regime, financial model, and operational parameters will follow within six months.

“Special legal status is not a privilege, but a necessary measure or instrument, without which everything conceived risks remaining on paper,” President Tokayev stressed, emphasizing the critical importance of regulatory support for the venture’s success.

For international companies in furniture, construction, interior design, and manufacturing sectors, Alatau City represents an unprecedented opportunity to establish operations in a purpose-built business environment with streamlined regulations, tax incentives, and direct access to Central Asian markets. The city’s planned trade-logistics zone and innovation-industrial district, combined with its digital infrastructure and international connectivity, position it as an ideal gateway for companies seeking to expand their presence across the broader Eurasian economic corridor.
