Uzbekistan positions Karakalpakstan as artificial intelligence and innovation hub with multibillion-dollar investment drive

Karakalpakstan, the sovereign republic within Uzbekistan, is undergoing a dramatic transformation into a regional technology and innovation powerhouse. The region is launching an entirely new ecosystem designed to support artificial intelligence development, tech startups, and advanced manufacturing — backed by an ambitious $5 billion foreign investment target in AI alone.

Building the digital infrastructure

At the core of this strategy stands a modular artificial intelligence computational center being developed in the Takhtakupir district, which will serve as the region’s digital backbone. The facility will mark a significant upgrade to Karakalpakstan’s data processing capabilities — authorities plan to increase the use of data processing, cloud services, and computational capacity by tenfold.

Complementing this infrastructure, the Youth Socio-Economic Center in the regional capital will host an IT university and a technology startup park. This dual development aims to create a complete innovation chain — from education and incubation through to commercialization and scaling. The region will launch ten initial startup projects valued at $1 million each, with annual funding commitments of 30 billion soums (approximately $2.5 million) sourced from the Fund for Science Financing and Innovation Support.

Industrial expansion beyond technology

Karakalpakstan’s development plan extends well beyond the tech sector. A technology cluster focused on automotive component manufacturing is planned alongside production facilities for basalt fiber — an advanced material with applications in construction, automotive, and aerospace industries. Additionally, textile manufacturing capacity will expand through new spinning mills.

Infrastructure projects carry substantial budgets: $12.3 million is allocated for this year alone on infrastructure development, with an additional $181 million directed toward improving central water supply systems in subsequent years. A further $200 million will support the construction of drinking water networks, sewage systems, water distribution and treatment facilities, and road infrastructure.

Logistics and connectivity improvements

A particularly strategic initiative involves establishing an Aral Logistics Center in Kungrad by the end of 2027, designed to meet international standards and operate as a «dry port». This facility will significantly enhance regional connectivity, positioning Karakalpakstan as a transit hub for Central Asia — a critical advantage for companies seeking to establish distribution networks across the region.

Tourism development as economic driver

Tourism is being actively promoted as a growth engine. The region plans to develop a tourist and recreation zone near the Barsakeimes salt deposit and glamping zones in the distinctive Ustyurt plateau and Aral Sea regions, which feature striking landscapes. The Museum of Aral Sea History will undergo modernization as well. Local authorities have set targets to attract half a million international tourists and three million domestic visitors this year.

Scaling investment and economic ambitions

Karakalpakstan’s economic trajectory shows impressive momentum. Over the next five years, regional GDP is projected to reach 102.5 trillion soums ($8.4 billion), up from 54.3 trillion soums ($4.5 billion) in 2025. Industrial and service sector projects worth $7.2 billion are planned. Exports are targeted to double from the previous year’s $435 million level to $900 million. The region aims to increase foreign direct investment flows by 2.5 times from $2.5 billion recorded in 2025.

To support this expansion, the government has extended existing tax incentives and special regimes for investors, aiming to create conditions that accelerate capital inflows and entrepreneurial activity. Employment targets are equally ambitious — authorities plan to reduce unemployment to 4.2% and poverty to 3.2% by year-end, with initiatives focused on designated territories across the region.

Official framework and implementation

These initiatives emerged from a comprehensive review held on regional development priorities, where Uzbekistan’s government presented the investment roadmap and discussed execution strategies across multiple economic sectors including IT, light industry, automotive manufacturing, and resource extraction.

What this means for international business

For international companies in furniture, construction, interior design, textiles, advanced materials, logistics, and manufacturing, Karakalpakstan represents a significant emerging opportunity. The region offers multiple entry points — from establishing regional headquarters and distribution centers via the new logistics infrastructure, to participating in the textile and manufacturing clusters, or supplying components and materials to local production facilities. The technology sector presents distinct advantages for IT and software companies seeking to tap into a growing innovation ecosystem backed by substantial state funding. The combination of aggressive investment incentives, infrastructure development, and strategic geographic positioning makes Karakalpakstan an increasingly attractive destination for companies looking to expand into Central Asia or establish supply chain alternatives in the region.
