Uzbekistan launches regulatory sandbox for multi-apartment construction with digital permitting system

Uzbekistan has introduced a special regulatory sandbox regime for multi-apartment residential construction, effective from March 1, 2026 through March 1, 2028, creating a controlled environment for testing comprehensive development mechanisms on designated land plots across the country.

Investment companies established under Presidential Decree No. UP-29 will serve as responsible implementing organizations for comprehensive development projects in their respective regions, positioning them as key drivers of housing supply and urban expansion. The framework represents a significant policy shift toward streamlining residential construction while integrating environmental sustainability into development projects.

Green infrastructure funding embedded in development model

The regulatory sandbox makes environmental stewardship a financial requirement rather than an afterthought. Investment companies must direct at least 10 percent of funds received from the sale and lease of state property and land parcels in their operational regions toward creating green gardens, ecoparks, and landscaped avenues. An additional minimum of 5 percent of supplementary local budget sources must also flow toward these green infrastructure initiatives.

Expanding Tashkent’s green zones and establishing at least one ecopark per district across all regional centers are among the stated development priorities, signaling ambitions to create more livable urban environments even as residential density increases. This dual focus on housing supply and environmental quality could appeal to environmentally conscious investors and developers seeking markets with progressive sustainability credentials.

Automated digital permitting system launches in 2027

Perhaps the most impactful reform for construction stakeholders, the government will introduce automated construction permit generation beginning January 1, 2027. Building permits for multi-apartment residential projects will be issued automatically through inter-agency digital integration on the unified urbanization platform called “Uy-joy” (which translates to “Home” in Uzbek), eliminating traditional bureaucratic approval workflows. This shift from manual processing to automated systems should significantly reduce project delays and administrative friction that have historically slowed construction timelines in Central Asia.

The Uy-joy platform consolidates data across relevant government bodies, allowing the permitting system to cross-check compliance and generate approvals without requiring project teams to navigate multiple offices or manage competing regulatory requirements. Such digitization could serve as a model for other Central Asian jurisdictions seeking to modernize their construction governance frameworks.

Strategic importance for international market entry

For international construction companies, building material suppliers, interior and exterior furnishing manufacturers, and design firms, Uzbekistan’s regulatory sandbox for residential construction opens meaningful investment pathways. The automated permitting system reduces market entry friction and project execution risk, while the green infrastructure requirements create demand for specialized landscaping solutions, eco-friendly materials, and sustainable building products. The two-year sandbox window provides a defined testing period, allowing firms to validate business models and supply chain strategies before scaling operations. As comprehensive development projects require integrated solutions—from structural systems to interior finishes, landscaping, and building services—the sandbox framework encourages ecosystem development around housing production. Developers implementing these projects will need reliable supply partners and service providers, creating partnership opportunities for foreign enterprises willing to establish local operations or distribution networks.
