Uzbekistan launches ambitious education infrastructure program with public-private partnerships and preferential lending

Uzbekistan is embarking on a massive educational infrastructure transformation that promises significant opportunities for international investors and construction companies. President Shavkat Mirziyoyev has approved an ambitious initiative to establish next-generation kindergarten networks and specialized engineering schools across all 14 regions, creating substantial demand for construction materials, interior design solutions, and educational furniture.

Next-generation kindergarten network drives construction boom

The centerpiece of this transformation is the “Yangi avlod” (New Generation) kindergarten network, scheduled for rollout between 2026-2028. These innovative preschool facilities will feature cutting-edge development centers designed to nurture children’s capabilities from an early age. The government plans to create 20,000 new kindergarten places annually, building on the current 78% coverage rate.

The construction strategy integrates educational facilities directly into residential development projects. New apartment complexes will be required to include kindergarten facilities proportional to their resident population, creating a steady pipeline of construction opportunities tied to Uzbekistan’s ongoing urbanization.

Attractive public-private partnership framework emerges

In regions where educational coverage falls below 80%, the government is implementing an enticing public-private partnership model. Entrepreneurs can utilize vacant school and kindergarten premises to establish new educational facilities, receiving free land grants with the condition of maintaining the educational profile of the institution.

The financial incentives are particularly compelling: participants in these partnerships gain access to preferential credit terms extending up to seven years. This framework opens doors for international companies specializing in educational furniture, interior design, and construction materials to establish local partnerships and expand their market presence.

Engineering schools adoption STEM model creates specialized demand

Parallel to the kindergarten initiative, Uzbekistan is establishing specialized engineering schools across all regions, operating under the Agency for Specialized Educational Institutions. These schools will implement five-year programs based on the STEM educational model, similar to approaches used at New Uzbekistan University and the specialized Mirzo Ulugbek School.

The engineering schools will operate on a competitive admission basis with government-funded education, ensuring high standards and creating demand for specialized laboratory equipment, technical furniture, and innovative learning environments. Starting in 2026, the government will conduct an annual “Best Engineering School” competition with presidential prizes, further driving investment in high-quality educational infrastructure.

Additional specialized schools focusing on natural sciences will be established nationwide, using Tashkent’s Abu Ali ibn Sina School as the foundational model. New higher education institutions are also planned, including a Bauman Moscow State Technical University branch, TashTech Technical University, and Almalyk State Technical Institute.
