Uzbekistan has introduced a new law on the creative economy, which also includes architecture, urban planning, design, and applied arts. The goal of the law is to support and develop the creative economy while regulating relationships in this sector.
The creative economy is founded on the principles of scientific, technical, and artistic freedom. Its core values include legality, openness, transparency, creative freedom, equality, and legal protection of creative products. The state’s primary policy in this area is to create favorable conditions for citizens to express their creative and intellectual potential within the creative industries.
The Cabinet of Ministers is responsible for implementing unified state policy in the field of creative economy, while the Republican Council for the Development of the Creative Economy acts as an advisory body, addressing the development of the creative industry on a voluntary basis.
One chapter of the law focuses on the “creative industry park,” an organizational structure established within Uzbekistan to foster the growth of the creative sector. Residents of the park must be part of the creative industry, with an approved business plan, and their income from creative activities must account for at least 80% of their total annual revenue.
The park’s main objectives include creating favorable conditions for the creative industry’s growth, attracting investment, providing necessary resources and infrastructure for its residents, and fostering an ecosystem to increase the turnover and export of creative industry products. This includes developing electronic platforms, online marketplaces, and integrating them into international platforms. Additionally, the park aims to create jobs in the creative industries.
The law came into force on October 3.
